China’s commerce ministry voiced its discontent regarding the visit, calling the recent U.S. restrictions imposed on 42 Chinese companies “a typical act of economic coercion and unilateral bullying.” The U.S. Commerce Department had added these companies, along with seven others, to its entity list, citing their supply of “U.S.-origin” semiconductors for Russia’s missile guidance systems and drones in the conflict with Ukraine. Such restrictions inhibit American companies from exporting to these entities without obtaining a special license.

During the visit, Schumer aims to address the need for reciprocity from China concerning U.S. business in trade, as well as maintaining American leadership in advanced technologies for national security. In addition to these concerns, Schumer also hopes to discuss human rights, fentanyl production, China’s role in the international community, and explore areas for potential cooperation. His visit emphasizes the desire for productive dialogue between the two nations and serves as an opportunity to establish a foundation for a future Biden-Xi summit.

The visit by Schumer and his delegation indicates a tentative improvement in China-U.S. relations. Chinese experts suggest that if the talks progress smoothly, there is a possibility of a meeting between President Xi and Schumer. Such a meeting would significantly increase the likelihood of a summit between Xi and Biden, further fostering dialogue and fostering potential cooperation. After their visit to China, the senators plan to continue their journey by visiting South Korea and Japan.
